I am a member of the media, and I am interested in listening to Bloomington PD, IUPD along with Monroe County Fire using a police scanner, but I’m not sure what type of scanner to use.

I just checked radioreference.com and it looks like Monroe county is not on a trunked system but IUPD is on a trunked system. This means you will need a scanner capable of trunk tracking. Radio Shack has them. I have a hand held Pro 94 that gives me pretty good service. This model would allow you to put Monroe county in one bank and the trunked system in another. This model will also dual trunk so if the county were to upgrade to a separate trunked system it could scan both of them. Radio Shack may have updated this model to a newer number but at least you know the features that you will need. With all the gadgets expect to pay in the 200-250 range.
