Radio Shack has a great book for 10 dollars that will help you with codes.

Alot of the times most of the public frequency codes will be given to you over the phone or in person if you contact your local police station, it is public knowledge for citizens to be prepared and on top of current events. You might also want to try the Uniden or Bearcat website, a while back I found some online frequency codes for different parts of the United States, just try a search for frequency codes

there are quite a few frequencies used by local law enforcement. radio shack has a book on frequencies. or if you want the latest up to date frequencies– get a frequency grabber and get near a police car that is in the process of transmitting for the correct readout then program it into your scanner
