need help finding info on indian reservations and free communication?

i once read in a magazine that this man was going on indian reservations and setting up 2 way radio systems where people could communicate for like miles and miles for free. he was using a different bandwidth that americans don’t have acess to. i can’t remember it all but i was curious if anyone could enlighten me about the subject and i was curious to know if there was a way i could experiment with it.

I used such a phone once in Sweetwater, AZ, on the Navajo Rez.
Don’t bother trying to set up more of them. There are cell phones in use all over the Rez now.
I don’t know, but maybe the following link may help you on your way.
well if you have a fcc license, you can use a 2 way radio up to i think they are at 18 miles. if not, 5 miles on low band frequencies. try googling it.
